Electronic Tools Company (e-tools) has completed an integrated suite of e-government software that makes up a core of Smart Government.

SmartGov ™ Goals and Approach

Our goal in building SmartGov ™ was to build an e-government system flexible enough to be applicable to any country. SmartGov™ can provide government services on-line, anytime and anywhere. Internally: it will computerize, improve and connect government processes. Externally: it will offer many services to the public: on-line tax filing and tax payments, obtaining national ID cards, etc.

PublicBooks ™

nPublicBooks ™ is SmartGov ™ Public Accounting application. What makes PublicBooks ™ unique is that it collects financial data from Revenue, Budget, and Central Bank and presents them in the accounting terminology. PublicBooks use XML and Web Services Technologies to integrate different SmartGov projects disregarding the distance and software platforms they are running on.

SmartGov ™ Supervisor ™

nSupervisor ™ is an independent application inside SmartGov suite that manages access to other applications. It can be configured for centralized management or individual application-based management. All users and their access privileges are defined and managed through the Supervisor ™. Dynamic user roles and access privileges can be scaled from coarse-grained modules to fine-detailed functionality. Supervisor ™ is a generic plug-in for SmartGov ™ suite with its independent Web-interface running anywhere on the network.

SmartGov ™ Security

nSecurity is one of the most critical concerns in SmartGov ™.

nSecurity issues can be grouped under two categories:

n-- Communication challenges

nEncrypted communication channels are provided for all kind of services. Accesses may be limited from certain locations in specific cases.

n-- Application challenges

nDynamic authentication and authorization mechanisms are integrated. Users are enrolled with different privileges and roles in various groups. User roles and groups are not fixed. Authorized officers configure users rights. Each access to the system functionality is reviewed based on security considerations before performing the service. Only certain users are able to continue. And the security considerations are customizable for changing needs.
